Public Database Link Is Not working

Hi,

I want to create a public database link between 2 database server in different physical place but under one intranet. After i create the public database link.. i keep having this error



ORA-12154: TNS:could not resolve service name
12154. 00000 - "TNS:could not resolve the connect identifier specified"

I just want to create one way database link where server 2 can grab data on server 1, so I create my database link at server 2. However, i still having the problem. The following TNSi provided here is sample, but is work fine in here when connect using sql developer and sql navigator. (i think nothing wrong with the tns) but somehow the error message given is TNS:could not resolve service name. So i really don't know what went wrong.. PLEASE HELP~~
