Sorry for the stupid question, but have you configured the sceduler through Enterprise Manager?

1) Check errors if any at
Business Intelligence >> coreapplication >> Diagnostics >> Log Messages >> Most Recent Errors .
For the similar issue, I saw following error under Diagnostics
*[nQSError: 17014] Could not connect to Oracle database.*
2) Verify and / or configure Scheduler through Enterprise Manager
If scheduler is not already configured or if you feel its not properly confiugred then you can click on "Lock and Edit Configuration" and edit scheduler configuration settings.
Go to Business Intelligence >> coreapplication >> Deployment >> Scheduler to edit Scheduler configuration
Database : Oracle 11g
Call Interface : OCI 10g R1/R2
Data Source : (DESCRIPTION = (ADDRESS = (PROTOCOL=tcp)(HOST=<enter database server IP>)(PORT=1521)) (CONNECT_DATA = (SERVICE_NAME=<database name>)) )
Username : dev_biplatform
Password : <enter password>
Confirm Password : <confirm password>
3) Once all configuration settings are verified or correct entries are keyed , click on "Apply" and then "Activate Changes"
4) Once changes are Activated go to Business Intelligence >> coreapplication >> Overview >> Manage System and click on "Start"
It will ask for : Are you sure you want to start all BI components? , then click on yes ... If all goes fine then Scheduler service will be started without any problem.
