Check if you are able to connect using sqlplus to sys/oracle@teststand
If not then have some basic checks to resolve it as below
1. Verify if you have compatible client version with RDBMS db version
2. Client Server has only single oracle client binary installed
3. tnsnames.ora file contains proper TNS Entry formatting
4. Host which you are trying to connect is pingable & added in /etc/hosts
5. telnet Host Port is working
6. DB service/Listener you are trying to connect is up & running on hosted db server
7. tnsping <TNS_Alias> is working from client
8. sqlplus <user>@<TNS_Alias>/<password> is working
9. troubleshoot using below
I am using same windows7 system for DR testing I mean Test and Teststand both Db are on same machine.
tnsping/Sqlplus connectivity to both DB is successful.
Any other clue please.

Do you have password file created for teststand ?
Can you try with system .. Also can u paste sqlplus system@testand/<pwd> op here

And output of lsnrctl>status is as follows.

DB in nomount will not allow to connect , put it in mount stage & re-try
Also try with system or sys/<pwd> as sysdba

when i try to connect traget from auxillary it works for me without any error but otherway round is not working so was not sure whether to initiate rman duplicate from auxillary or not but will try .

Add a static entry to the listener on the standby server.
Reload the listener and you should be able to connect the standby database from the primary database server.

After changing Oracle_home also still same problem but when i try to connect from auxiliary DB to target DB it is working .
I want to copy test(target) to testsand(auxiliary) DB
Test DB is active open mode and teststand is in nomount state.
I tried following commands.
rman target / nocatalog sys/****@test
Now to duplicate can i try below command
duplicate auxiliary DB to target ;
Refer this on the listener setup for the creation of standby database.
Issue is Resolved using MOS Doc [ID 1075908.1] and also there was problem in listener.ora it was not closed properly (Closing Bracket missing).
