& must solution be OS independent & work on both Windows & *NIX?

Oops forget to mention the OS. I looking for it to work on *nix platform.

Please explain why you want to do DBA work without using DB account/group

you can get some database info from the registry

                SELECT * FROM sys.registry$history

but this wont include any bug releases or OS patches. Id go with earlier, why do you not want to use opatch?

                      Hello All,
Thanks for the help. The user does not belong the DBA group so it cannot access database. Any log or file where I can get this information.

Have to ask for what business purpose a non-oracle user has looking for lsinventory? youre either a DBA or not, if youre not, can you ask the DBA?

If you are the DBA and dont have the correct oracle permissions, speak to your systems and get them.
