Modern Oracle comes with a lot of extra-cost features enabled in the database by default (AWR for instance). What was purchased, what was installed, and what has been used are often different and the only way to really know what was purchased is to look at a copy of your CSI's.
You can query dba_registry to if major components are installed in the database and you can query dba_feature_usage_statistics to see if specific features have been used.

the only way to know if youre licenced is to check the invoice on the licence when you purchased from oracle, if you dont have this piece of paper, consult your local friendly oracle sales guy but be prepared to be audited shortly after so make sure your house is in order before you do this.
to know what youve used before check the ever unreliable dba_features_usage table but this can be confusing as Oracle uses some features internally that trigger some usages here.
other than that, to see what needs a licence...
