which version did you use?
The root user should be able to stop the cluster, did you get any error?
Am using 11g realease 2.
My question is can we stop cluster services as oracle user.if yes could you give me complete command as oracle user.

there are some operations where you need root privs. The complete start of a cluster is one of that.
You can refer to the crsctl documenatoin. There is also a hint which commands needs root privs.
If you try to stop the cluster for example you will get a error message which indictes that you lack of privs also as GRID Owner.
[grid@vmsvrtst01 ~]$ crsctl stop cluster CRS-4563: Insufficient user privileges. CRS-4000: Command Stop failed, or completed with errors. [grid@vmsvrtst01 ~]$ crsctl stop has CRS-4563: Insufficient user privileges. CRS-4000: Command Stop failed, or completed with errors.
