If you read the Oracle doc and WP, they never recommend HCC for frequently modified data, even without the locking issue.
They best use cases for OLTP systems is when the big tables are partitioned, say by date, and old data is never or seldom modified. You use HCC on the old partitions, and leave the newer ones uncompressed or OLTP compressed.

I have question here, In OLTP compression does blocks are organized into Compression Unit?
There are no compression-unit in OLTP compression, the unit is a block. in HCC, a compression unit is a set of several blocks.
