It may be good thing or bad thing depends on your requirement.
It will install but you no need to configure it.
So it should allow me to decide whether to install or not, but not installing all the products even I just need only one. More things may take more issues. 11gR1 has the option to select, why 11gR2 disable it, there should be some reasons!

My understanding of this feature/behavior is that since all the products are installed at Day-0, the only stuff left to do is to configure them as and when you plan to use them. While some products (like OES for e.g.) are inherently required by OIM to function in itself.
With the previous version of OIM, it was a massive task to add another product to the OIM suite which you had running in production, while this, I believe it's lot easier for not being required to install but just configure.
Another view can be that Oracle wants us to use more of Oracle products for various features. For e.g. for single sign on, the only option now is to use OAM, so install is at day-0.
