I think this is quite achievable. You can write the following Query in the zone to get the list of all the UI Maps in the system. The zones can then be invoked by Portal which will be directed by the Menu Item and Navigation Option
select mapMain.map_cd, mapl.descr, mapl.owner_flg
from f1_map mapMain, f1_map_l mapL
where mapMain.map_cd = mapL.map_cd
Host variable can hold any value from the UI_MAP_TYPE_FLG lookup. The OOB values are

why do you need a java program when it can be done without any coding?
Note: with latest uihints feature and dynamic generation of uimaps there is just schema and not HTML UIMap is stored in DB.
Do you want to display all the UI-MAP links under one single menu,if yes then Framework Menu option will help you.
