ADF Mobile is an application development framework. To put it slightly more formally, Oracle ADF Mobile is a Java and HTML5-based mobile development framework that enables developers to build and extend enterprise applications for iOS and Android from a single code base. Based on a hybrid mobile architecture, ADF Mobile supports access to native device services, enables offline applications and protects enterprise investments from future technology shifts.
ADF Mobile does NOT come with any synchronization capability.
Database Mobile Server is a product that allows for client devices to have 2 way synchronization between an Oracle backend and a client. DMS has clients for Windows, Linux, Blackberry, Android, Windows Mobile, and a pure java client. As other platforms come out, there will be clients for those as well. The client is basically a library that gets linked in with your application.
