Well we figured out how to make it work - but not quite sure 'why' this fixes the problem.
When running the Oracle patch 14825718, there were instructions to redeploy the OC4J...we had done that in our development environment, they had not done that in the test environment. When they followed those instructions, it now works.
I'm not sure why since that part of the patch says it redeploys changes to the .xml and we had no customization in that area.
But it did solve the issue.

Well, I probably can clear some of this up for you. The redeployment to which you referred is not of OC4J. What you are redeploying is the Forms Servlet into OC4J. The reason you are instructed to do this is because if you installed 10.1.2.3 on top of 10.1.2.0 and skipped 10.1.2.2, the Forms Servlet is not correctly redeployed. In order to overcome this installation issue, we provide you with the latest updates to the Forms Servlet in the patch you mentioned. By executing the redeployment steps, the new Forms servlet can be properly inserted into your environment. Clearly it had bug fixes needed to handle your images or other environment configurations. The reason it discusses the xml files is because part of the redeployment process is to overwrite those xml files. By backing up your existing files, you protect them from being overwritten in the event you customized them.

hi michael. I am getting an error saying oracle home is not registered with central inventory when i try to apply the Interim Patch for Base Bug:14825718. I have made a search for registering the oracle home with the inventory, didnt work out. this is the location "C:\Program Files\Oracle\Inventory" for inst_loc in registry. Any help would be appreciated.
Creating a java bean seems to me is the alternative soultion as you said.

My issue on this thread is solved (and better understood).
In order to install either Bundle Patch 1 or 2, you must first ensure that the prerequisites are configured. Carefully review the included ReadMe and consider carefully reviewing MOS Note 1188127.1 as it will discuss installation requirement or issues.
