hi,

i am getting while connecting from sql devloper.

An error was encountered performing the requested operation:

Listener refused the connection with the following error:
ORA-12528, TNS:listener: all appropriate instances are blocking new connections

after stop and start when i checked status

the blocked message was not there but others part of the message was same . and when i tried to connect still it was not connecting and giveing same message written on top.

then i tried to use
sql> startup

insuficent previlage.

i have also added. GLOBAL_DBNAME as follows.

----------------------------
SID_LIST_LISTENER:

but nothing happend
