We have been running for about 3 years
No significant changes
Have had slowness in the past attributed to bad SQL (Resolved those)
Opening any apex page including 4500 takes a long time.
Oracle DBA is coming up with ideas if i run the SQL that he says is an issue outside of APEX sub second response.
Also appears the Host operating system was experiencing significant paging in this window.
Server has 12 Gig of memory, database GRHPRO is set up with using 9.8 Gig of that (7.8 SGA, 2 PGA).
I need immediate relief from this have 900 + associates using apex applications as "workflow"
I grasping at straws here.

Instead of posting your phone # and saying it's URGENT, you might want to open a TAR with Oracle.. We are ALL volunteers here, so the URGENT is not going to help...

Any number of things could be going wrong, but you could check your shared_server parameter. If it is less than 5, then that might explain why things are so slow. http://download.oracle.com/docs/cd/E10513_01/doc/install.310/e10496/db_install.htm#CHDGDHDE
SYSTEM_DRIVE:\ sqlplus /nolog
SQL> CONNECT SYS as SYSDBA
Enter password: SYS_password
show parameter shared_server
if the shared_server parameter is set to anything less than 5, run this line below
I understand the the forum is all volunteer I posted number to get a hold of some of my card playing drinking buddies from ODTUG.

I will look at the shared_server once I get the DBA to look.
