For Schedule Task, you don't need plugin.zip, plugin.xml etc.
For testing purpose you can put it in plugins folder.1 person found this helpful
For Prod, use plugin registration to register it in mds
I have created these files
The plugin.zip is placed in <middleware>/Oracle_Idm1/server/plugins
I am not sure how to go from here, do I need to register the plugin?

Try without that and also make sure about the XML name which you are importing into MDS.
You need to create Schedule Job manually though UI.

I believe correct way to put is: You necessarily NEED not to do zip stuff in plugins folder but you CAN.
