Are you sure that the destination Essbase server is up and running? Can you login using MaxL?
If it is a network error you can probably try increasing the Netdelay and Netretrycount parameters in essbase.cfg file.

Is it a specific application or all applications? Have seen issues similar to this caused by an old app/version with the same name that wasn't removed properly by the system (e.g. still exists in shared services)
Thanks for the refrence doc, below are the current essbase.cfg settings
As mentioned in the doc it was suggesting not to have taotal time not heigher than 10mins, but our time is resulting to 39Min.

No, its not specific to one application, we are seeign this issue for all apllications.
