I'm not sure it's a good idea to use dbms_output for anything besides adding informational output for debugging. If an error occurs, you should raise it as such so it can't be ignored.
Anyway, to answer your question, dbms_output.get_lines is probably what you're looking for:
This is a forum for Oracle Developer Tools, sounds like your question is for ODP.NET. And as Greg said, what you are trying to do is not good practice from an app.
In case someone searches on this, it IS possible from within Oracle Query Window in Oracle Developer Tools. The documentation for that does mention that
must be in the code.
