If I were you, I'd be contacting support on this one.
Especially since backup and recovery are so critical.
We have licenced oracle products , will oracle charge($) for contacting oracle(creating the SR) through MOS
If you've paid for support, then no, you won't be charged extra.
If you haven't paid for support, then you won't be able to create an SR.
In short, if you can create an SR, you've already paid, so no harm in going to MOS and creating the SR.
