    file watcher cannot be enabled

      I am trying to create a job which is executed by a file watcher. I followed the steps in the link http://docs.oracle.com/cd/E11882_01/server.112/e25494/scheduse005.htm#CIABIEJA

      The problem I always experience is when I enable the watcher, program and job. I get the error:
      Error report:
      ORA-24101: stopped processing the argument list at: eod_reports_watcher
      ORA-06512: at "SYS.DBMS_SYS_ERROR", line 86
      ORA-06512: at "SYS.DBMS_SCHEDULER", line 2817
      ORA-00942: table or view does not exist
      ORA-06512: at line 1
      24101. 00000 -  "stopped processing the argument list at: %s"
      *Cause:    One of the arguments of the requested operation contained a list of
                 scheduler objects. While processing this list an error was
                 encountered with the specified item.
      *Action:   Resolve the error for this element of the list and then re-issue
                 the command with the remainder of the argument list. See the rest
                 of the error stack to find out what the exact error is.
      If I separate the enable command into its own one for the job, program and file watcher, enabling the file watcher fails with the following error:
      Error report:
      ORA-00942: table or view does not exist
      ORA-06512: at "SYS.DBMS_ISCHED", line 4394
      ORA-06512: at "SYS.DBMS_SCHEDULER", line 2802
      ORA-06512: at line 1
      00942. 00000 -  "table or view does not exist"
      I initially tried creating these with a DB user and got the errors above. I even tried creating them as sys user and still had the same problem. How do I go about resolving this issue? How do I know if the DB is "setup" to cater for file watchers?
