It's the DATABASE that doesn't Start!!! You are using XE... Set XE to be a startup up and MAYBE it will be better...

I was asked "Do you want Oracle Database 11g Express Edition to be started on boot (y/n) [y]:y" during configure. So how do I "Set XE to be a startup up"?

I have the same issue but my XE database is up and running. And GlassFish (where the APEX Listener is deployed) is up and running also. I have to restart APEX Listener via GlassFish manually -- then everything works fine. Any suggestions?
Try connecting to your DB as DBA, and re-register the DB with the listener (SQL> alter system register;). If this works, it could indicate a timing issue between Oracle and Listener startup.
