It is not installed by default because this is only helpful and required if you are allowed to open service request.
To run it, please start /usr/sbin/explorer

For information, Explorer is now up-to-date in Solaris IPS repository.
Could you please try to remove Explorer packages (SUNWexplo, SUNWexplu, SUNWrda) and install the version from IPS repository ?
I tried with Patch p16469063_73_SOLARIS.zip (Both 32 & 64) and I got the following error messages.

Which repositories are configured ? Are all reachable ?
I don't remember of setting a repository config during the setup time. Is it must?? Can I set it again? After setting, is it possible to stop the automatic download/upgrade of pkg & patches??
STB for S11 creates automatically a repository to allow the system to download all STB packages.
Check if this already exists and remove it if necessary if this one doesn't work.
Regarding the automatic download/upgrade, this process doesn't exists.
Thanks Pascal. Actually it is easy to install using PKG command. I complicated it . OK, For the benefit of others, here is the steps:
1. # pkg publisher
2. Check publisher name (Ex: pkg.oracle.com) is resolvable
3. # pkg install explorer --> Take few mins to install
4. # /usr/sbin/explorer -g --> Create default conf file
5. # /usr/sbin/explorer --> Create & Send (optional) the explorer log file.
