Should not be any need to run dbca or netca for an XE install, the installer program takes care of all those chores, if it runs successfully.
Sometimes it doesn't. Try the deinstall steps and run the installer again with a right click/run as Administrator.
Win7? Is it x64? The download pages specify that XE is not for x64 OSs. So ... might work, might not. Lots of folks have trouble trying x64, many do not have success.
Are you installing on a clean machine? It sounds like the machine you are installing to may have a previous version of Oracle installed. I don't think Oracle XE even includes netca, so the fact that you can run it from a command line and get an error implies there are remnants of a previous version of Oracle.
Check your environment PATH variable, and see if it includes another Oracle home. If the other home is no longer viable, you should remove it from the environment PATH.
If you want to configure your TNS for XE 11, you should edit the files directly - tnsnames.ora, sqlnet.ora, and listener.ora. They are located in <XE 11 Home>\network\admin folder. Changes to listener.ora require a restart of the listener service to take effect.
I just verified that the XE 11 install does NOT have either dbca or netca. So either your install package is not XE 11, or there is a previous version of Oracle on the machine where you are doing the install.
