see the documentation of that library/product. Looks like you've got it incorrectly configured, missing a configuration file.

I just found the solution
you need to register in the Epson Web site then you can download and install the lastest Epson JavaPOS ADK (in my case EPSON_JavaPOS_ADK_11311) .
After these two steps you will find in "C:\Program Files\Epson\JavaPOS\SetupPOS" a file named SetupPOS.exe
Open SetupPOS then you can configure some proprety and a jpos.xml will be generated
you need to have the same name in <JposEntry logicalName="POSPrinter"> and your jave code ptr.open("POSPrinter");
dont forget ptr it's POSPrinterControl19 ptr = (POSPrinterControl19)new POSPrinter();
with this solution jpos/res/jpos.properties will disappear
