most probable you have connect the sql plus...not from oracle installed location.
if your apex software copy in c:\ (which is downloaded from oracle and unzipped copy)
connect: sys as sysdba
you can given new password ...then login the following url:

We are following the same process but unable to unlock the account.

login to database as sys
alter session set current_schema = APEX_040200;
set change_password_on_first_use ='N'
where lower(user_name) = 'admin'
This helped me out of the problem, now i was able to login to apex_admin and also to login to my workspaces.
Hope this also could help other if they get problem after running apxchpwd.sql.
When we checked for the users using below query. We got 30 users with the user_name='admin'.
select * from APEX_040200.wwv_flow_fnd_user where lower(user_name) = 'admin';
- Should we update change_password_on_first_use ='N' for all the users ?
- Incase if we update all the users with change_password_on_first_use ='N' then will the problem will be resolved?
select * from APEX_040200.wwv_flow_fnd_user where lower(user_name) = 'admin' and DEFAULT_SCHEMA='your_schema';
*once done this task then u have to reset password SQL(apxchpwd),it will not ask re enter the password again!
