So the cited doc was from the 11.1 set. Things haven't changed so much from 10.x to 11.x that the fundamental startup is different.
Go to your windows Services applet and see if the Oracle service for the database is started or not.
C:\> sqlplus /NOLOG
SP2-1503: Unable to initialize Oracle call interface
SP2-0152: ORACLE may not be functioning properly
There was a bug with 10g client software after one of the weekly Windows updates, that resulted in this very error. This is a patch available on MOS. But of course to get a patch for 10g you'd need not only an MOS account, but a paid-up extended support contract for 10g.
can you send me link to uninstall /clean 10g oracle on vista system.

There is a docuement on MOS for 'manually remove oracle installation'. I don't have the note reference handy, but I just gave you what you need to search for it. I do this all the time. The steps are
1 - delete c:\Program Files\Oracle
2 - open regedit and locate HKLM/software/oracle; make note of the directory listed as ORACLE_HOME
3 - delete the regedit entry HKLM/software/oracle
4 - delete the directory specified as ORACLE_HOME. This may require a reboot to complete.
I don't believe 11g was ever certified on vista. But if all you need is the client (who in their right mind would run the database on Vista?). Hmm. If only Oracle had a web site. And if that website only had a tab called 'downloads' .....
