Just a heads-up, I've locked the GUESTDEV account to prevent anyone from changing Tom's page before I get the chance to implemented the solution on Monday.
Is there a way that your page will work without the option "Wait For Result" is checked on the "EXECUTE PLSQL" true action in "Change on Employee Name" DA?
I am still on 4.01 and the DA does not have that option.
I've tried un-checking the option on all the True Action, it stops working when I unchecked for the "EXECUTE PLSQL", the one that select the data from the table.
If I'm not mistaken, I think that all dynamic action ajax calls in 4.0 are synchronous anyway, so you should be good (ie. no extra settings required). Test it out and, if not then you'll need to perform the call manually (we can easily help with that if needed ).

It WORKS! really awesome!
But I didn't have to use the additional hidden field, what I did is change the set Value to use PLSQL Expression, then put :P1_DIVISION to set item P1_DIVISION
It works in my apex 4.0 environment but I tried to replicate the same in apex.oracle.com, it didn't work.
Anyway, I believe my question is answered. Thank you Tom and Jorge!
