Thanks for your reply. However my requirement is to create an interdependent LOV i.e when I select a value in PopupLOV A, PopupLOV B will be populated. Else if I select a value in PopupLOV B , it will populate PopupLOV A.
The way it is mentioned in the link you gave, I tried it earlier, but I am not getting the desired result.
By the way I am using APex 4.2
Ahh, I see your point. I've tried the obvious - making them dependent on each other; then tried adding an onChange dynamic action in lieu of the second dependency but get a similar issue.
What is your use case scenario?

I think the technique described can be used to solve your requirement.
