Can you please tell me which version of SQL developer are you using?
You should use SQL developer versions 3.2.10 and up.
The port should be 22

I am sorry but i don't understand the part of when you created the developer.
The developer must be created via Identity Manager Console.
I know you can create a user via Apex as well, but if you log in to Identiy COnsole you will see that , that user isn't visible in there.
Please let me know if you created the developer user via Identity console, and /or if you need the steps on how to do that.
Also, can you please tell me if you have a paid account or a trial account.
If you have a paid account it, could be easier to open an SR using your CSI towards us.

hope you are doing well, SQL Developer version which i am using are "Version 3.2.20.09" and also i have tried port 22 and 2222 as well as suggested by one of the agents, the link you have provided, same link has been provided by agent and i have followed the same document step by step.
if you check the document it has mentioned that using identity console we need to change sftp account password and through from adminstration > mange users and groups we can create an end user and i did same exactly what steps have given in the document.
and also i have tried your suggestion as well i have created user through identity console but no luck, throwing same error.

1. Can you please attach also a print screen of the setting you have on the advance section? ( under the URL, there is an Advanced button)
2. Can you please tell us which version of Windows do you have on your PC? It should be Windows on 32bit , or 64.
how can i attached the screen shot in oracle forums as this facility is not avaialble on otn community for your information my windows version is 32 bit.
