It obviously that you used to create EA related with Print Package Spec.
In 6111, we have this spec related function optional, and set them all false as default value.
Check commonLookupServiceManagers, whether disable it or not in EA. Then you can update db to enable it, and make sure backup your db ahead.
You'd better follow the release document to have this setting enabled in EA.

It appears that the lookupservicemanager is fine; in my system it was the commonlookups that have been disabled for Printed Packaging Specification in the categories 'AvailableIn' and 'ExtendedAttributeSectionAvailableIn'. I don't recall if Oracle has an editor for the common lookups, so I used a SQL statement to re-enable these two lookups. Remember to backup up your db (or at the very least the commonlookups table) , run the script below, then either flush your admin data cache group (which should include lookups) or bounce GSM. Those steps corrected the issue in my system.
UPDATE commonlookups SET status=1 WHERE name='Printed Packaging Specification' and Category
