You need to make sure the recent changes are not causing this issue by redeploying the previously working rpd. After that, make the changes on the deployed rpd and deploy the updated one.
If your changes are huge and cannot rework, I suggest to restart BI services as this solved the problem for others too. Refer: https://forums.oracle.com/thread/1133390
Try in this way:-
Check the services from command prompt C:\MW\Instances\Instance1\bin\opmnctl status try restarting the services from here and make sure all are up
Once they are up,now try uploading the repository from EM and then restart the services one more time,It will work.

Hi all .. Thanks for ur response .. I do not have access to Obiee folders .. I do not have it installed in my system and hence not able to check the opmn status ..previously when i faced the same issue i tried deleting the changes i did in my rpd and tried uploading it and activated the changes and it worked , but now am trying it but nothing is working . i tried uploading SampleApplite and a new repository .. but throwing the same error ...
