We have a new database and we have a OEM database. I need to configure OEM monitoring for the newly built database.
Please let me know the all the steps need to achive this.
What do you mean by "and we have a OEM database". (emphasis mine)
By "OEM" do you mean Grid Control or dbcontrol?
If dbcontrol, just fire up dbca and make the appropriate choices. They are pretty simple, should be self-evident.

Target database is on 220.127.116.11. and it's hosted on Linux 2.6.18-238.el5 ,x86_64
We have 18.104.22.168.0 OEM db.
Do you mean that you want to know how to set up monitoring using 11g grid control? If yes, I would suggest that you should rather use 12c Cloud Control at this moment than going for GC. Second, you would need to install either GC or CC over a different machine and install the Agent on the node over which you are running your db and let the EM discover your db through it. Since you haven't mentioned anything specific about which you need help so I guess I have to stop here. Search over OLL(www.oracle.com/goto/oll) over how to install EM, Agent and how to discover the database using it.
It is grid control . Because that is a centralised repository which monitors all DBs. Definitely not a Dbcontrol.
It's local agent which collects info and sends info to OEM.
