Pl confirm that you are executing setup.exe by right-clicking it and selecting 'Run as Administrator', and that you are not using any directory with spaces in the names. It is best to choose to only install the software first, then create any databases using DBCA.

I installed the 64 bit oracle 220.127.116.11.0 on a 64 bit Windows 7 using the document. and creating a folder 'C:\TEMP' which is not created by the installation of Window 7.
I observed that If the folder C:\TEMP is missing, installation is terminated without creating any logs.
This likely happened because the TMPDIR variable was set to C:\Temp, but the directory did not actually exist. Once you created this directory, the install succeeded
