Try starting all EPM services in proper sequence, keeping sufficient delay in between.
Also, after starting all services, start Weblogic/your application server & check if all managed servers are in "Running" mode by going to the console.
There is a sequence in 18.104.22.168 ? It should only be the relational database that needs to running.
From the 22.214.171.124 docs
"Before you start any services or processes, start all databases used as repositories. Once the databases are started, there is no required start order for EPM System with the exception of Financial Close Management."

I check the Foundation logs
it's not generating any error loges
Did you try increasing the trace in logs to see if there is any other information?
