Two of the three users (admins) are facing this issue and one user is able to access all applications from EAS Console.
If some users can view all the applications and some cannot then it sounds like a provisioning issue, might also be worth checking the access type (can't remember if there were still sometimes issues with it in 220.127.116.11) in the EAS console for the users having problems.
You can check in Planning--> Administration --> Manage Security Filters, see whether all those users are listed there.
Generate a provisioning report in HSS and see their access. Also generate a Planning Access Control report and check whether those users got correct access.
