You need to install media management software (e.g. NetBackup, Networker etc)  which provides the library file.  The library file is actually a link to a media management library file that allows rman to "talk" to the media manager.

Update : The media management software you're likely to need is TSM (Tivoli) with the licence for Oracle Databases.

            Hi

My organization can not afford TSM so what are the option left for us?

If we want to go for LTFS then what are the necessary steps we need to follow?

NB:-This is related to PROD and the new look of OTN confused me.I was searching for this post for a long time.

Oracle can run RMAN Backups to directly to tape either through third-party Media Management Software (e.g. TSM) or Oracle Secure Backup (which is a separate licenced product).  I don't know what LTFS is.

Since your backup tape library is from IBM you need to discuss this with them and identify your options.

You could, for instance, setup disk area for RMAN Backups and then have those disk backups copied to tape  (RMAN won't be "aware" of the tape copies but will expect the backups on disk to be available in case you need to do a RESTORE).
