The Data Dictionary Import Wizard is indeed able to import new objects, but seems to be not designed to do that.
The default setting when I start this wizard is to import only existing objects, not the new onces.
Since I found no option to invert this selection or to select only all new objects to import, it is theoretically possible but practically not so easy.
Since the wizard seems to know which objects are existing it could be possible to provide the option to import new objects.
Do you know any direct way to import all new objects?
I logged an enhancement request about option to import only new objects.
But even now you can do the job with some overhead:
1) select everything in import wizard
2) In compare dialog:
- deselect all objects
- use filter(s) to see only new objects
- select all visible objects
You can use tree view or tabular view there - they have different advantages so you need to see what fits better for your job.

I have one additional warning.
If you filter to see only new objects and you are selecting the hole table tree, then also the hidden objects are selected.
So you should remove the filter in the last step and double check to ensure that only new objects are select.
