There seem to be two more problems here. The console is just an application, so I am going to assume
that what you mean is that the WebLogic server itself will not boot up, presumably because some
vital service depends on your datasource, and your datasource can't deploy, because it's config insists
on an initial capacity greater than zero...
So, go to yuor config/jdbc directory, below the main domain directory, and for every datasource
you have, there will be an .xml file there. Edit each file that represents a datasource to the affected
DBMS, and change the driver URL given, to have the correct, new DBMS machine name/IP Address.
Then try rebooting WebLogic and see if you're OK...

Go to: <Middleware Home>\user_projects\<domain>\config\jdbc
Update all of the .xml files' jdbc connection to point to the new host/ip.
