this is actually rather a Windows Server question. Here is the official documentation for adding a host in Windows DNS server:
For a 2-node Oracle RAC, you need:
2 public IPs, you already have these:
2 virtual IPs, for example:
1 scan address resolving to 1 or more IPs, e.g:
n-scan 192.168.31.14, 192.168.31.15, 192.168,31.16
(3 addresses are the default, but 1 will be perfectly fine for a 2-node test cluster)
All these above must be in the same subnet.
Finally, you can add the private interfaces to the DNS also, but its not required though, e.g:
Note that, the private interfaces must be on a differenet subnet.
