Hmm...why kill such a useful existing feature? I know it has an issue, but most of the time it was very very helpful.
We didn't really kill it, it's just not automatic anymore. The automatic bit was problematic. We prefer to let users request the help on demand.

Basically it means the tools shouldn't be inserting code into your editor w/o you explicitly asking for it. You can now get the group by help with the new info tips feature.
My bad! Looks like I'm color blind (not a whole lot though)! I see that linked text color and other text color is almost same...very subtle difference.
Anyways, I did enabled the info tip before starting this thread, and it still doesn't work. Do I need to use a key combination to make it generate group by clause?
BTW, even the '*' expansion tip you posted is also not working. Even the pop-up list of columns of a table is not working. This is what I've:

You mouse over the squiggle - don't click - and then when when the info tip bubble pops up - click on the hyperlinked text to activate it.
If info tip is not showing up (for example, wildcard * failing to prompt the columns, or select list not highlighted in case of missing group by clause), then it is a bug -- and several has been fixed since EA1. Please post your code to doublecheck that your case is covered as well.
Ok, finally got to test it. Initially it did not work. I restart SQL Developer, but still did not work. Today when I rebooted the system, and started SQL Developer, it started working. Strange, but that is what happened.
It works as it is coded, but not as I wanted it to :-). I have RSI issues, and I avoid mouse usage as much as possible. But, SQL Developer has such a poor support for keyboard shortcuts, I try not to use it, but many times it is convenient to use SQL Developer rather than command line.
My enhancement requests would be:
1. Add keyboard support to expand group by clause
2. Add keyboard support to navigate between worksheet and results pane. Also to move to Connections, Snippets, etc.
Appreciate your help in guide to a solution, which I will not use it because of mouse usage.
There is keyboard navigation between the worksheet and results pane. ALT+PgDn will do that.

I did look in the shortcuts preferences before asking. The command column says 'Left Editor' and 'Right Editor' for ALT+PageUp and ALT+PageDown respectively. I should have tried that.
Alt+Left/RightArrow are for moving between results tabs when in results pane, and in between worksheets when in worksheet area! Awesome!
