here is some steps to follow:
1- define the time zone in the .bash_profile, em uses that to give graphs for monitoring and visualizing what is going on in the db : CPU, CP wait, network, transactions all in a graph so that you can see the pic points and the queries who consume CPU
2- define your hostname,
I faced this issue specially on windows because when my laptop was connected to the internet, the hostname changed or some problem like that(I need time to explain)
3- drop the repository and build it again
$emca -deconfig dbcontrol db -repos drop
$emca -config dbcontrol db -repos create
export the other environnement variables as well

1) it's a clone database, just copy emoms.properties file from original database and paste
and recreate repository
2) oui--> upgrade database
3) backup full database, reinstall oracle software, restore/recover database
