Internal error after configuring request URL prefix (Unparseable date)

I'm trying to run Apex Listener 2.0.3.221.10.13 in a standalone configuration using java version "1.7.0_25".

 

After configuring a request URL prefix the listener starts but gives an internal error when requesting a page.

 

Caused by: java.text.ParseException: Unparseable date: "2013-09-10T13:28:26,574-

0000"

        at java.text.DateFormat.parse(DateFormat.java:357)

        at oracle.dbtools.common.util.Timestamps.valueOf(Timestamps.java:85)

 

This date is almost the date written in de url-mapping.xml file:

 

<?xml version="1.0" encoding="UTF-8"?>

<pool-config xmlns="http://xmlns.oracle.com/apex/pool-config">

  <pool base-path="/11g" name="11g" updated="2013-09-10T13:28:26,574Z"/>

</pool-config>

 

Bug?
What should the time format be?
