In spite of having worked for years (many years) in an Oracle Database Environment, I have never had to write any C code that utilizes PL/SQL. Well, I do now! I do have and use Oracle Studio v12.3
I've looked around in Studio and I don't see any obvious "switches" and the like that I need to turn on, or any plug-ins that I may need.
With that said, is there anything special that I need to do with Studio to be able to compile PL/SQL ? (our DBA will be handing off the code to me, I need to insert it into my program)

Studio has no special support for Oracle DB or other DBs. That is, the compiler recognizes no special syntax and has no special switches. You just compile the C or C++ code using the appropriate headers and libraries. I should add that that Studio gives you the best performance on Solaris.
