Logging/Nologging happens only for OBJECTS not for sessions.
Why do you want to turnoff logging anyhow? Data will be unrecoverable, I hope you know that.

We have a custom table, When the process runs, we would like to delete all the records and reinsert data into the custom table.
Is their a way to turn off logging while deleting and inserting data into the custom table.

Delete all the rows? Why not do a TRUNCATE followed by a direct path insert.
Direct path insert is the only DML that obeys NOLOGGING. As long as you are aware of the implications of nologging.
NOLOGGING does not apply to UPDATE and DELETE. The only DML statement that will obey NOLOGGING is a direct path insert. You can use different ways to achieve that. You can just use truncate instead of delete OR you can create a new table and rename it or something else.
