Have you Loading eclipse Keyboard scheme?
Tools->Preferences->Shortcut Keys->More Actions->Load Keyboard Scheme->Eclipse
Yes, I tried loading Eclipse scheme. But could not find an option to move up or down a line.
I did find the delete a line option.

Search under tools-> presences->short cut keys enter 'line' into the search field and check the commands you see as result. Fryers you should find the command and can asign a Skorbut you like.
Yes, I had spent an hour in the shortcut keys section. Could not find the move line up / move line down commands. There is Scroll Line Up / Scroll Line Down, but that is not what I want. In Eclipse there is the Alt+Up arrow / Alt+Down arrow commands, that move up or down the line having the cursor.
The short cut command is
'Move Up' to move to move the line up and
'Move Down' to move the line down.
Both commands are in the 'Code Editor' category. There are no shortcut key assigned after installing JDev, but you can Assign whatever key you like.
These commands you mentioned move the cursor to a line up or down, they don't move the line itself.
