One way to do this is to assign all of the concurrent programs included in the request group assigned to the responsibility to a custom concurrent manager.
This feature is not available yet and we have few enhancement requests created to achieve the same -- ENHANCEMENT : CONCURRENT MANAGER SPECIALISATION RULE ON RESPONSIBILITY

In this case workaround not helping us , since user use to submit same requests during online /archive requirement .
ex, There are 100 Requests which use to submit against both archive and online . But we are planning to create seprate manager with max 5 process
so if user submiting requests for online data then pending requests will increase , also long running requests will block online requests .
Any other possible option ?
If you have more hardware resources on the server then you may consider creating more than one custom concurrent manager with higher number of processes.
If the above doesn't help, then another approach would be using Active Data Guard for reporting -- Using Active Data Guard Reporting with Oracle E-Business Suite Release 12.1 and Oracle Database 11g (Doc ID 1070491.1)

We are planning to filter only frequent requests which are submiting for archvie databse and exclude/include from Managers.
Will come back with results.
