Problem with APEX login from PL/SQL procedure

Hi all! Let me explain my problem.
We have an APEX-application with custom authentication schema. And I have to write external non-APEX application which must use data through APEX only. So, it's easy for my non-APEX-app to communicate with Oracle-server through PL/SQL functions/procedures via ORAWSV, really powerful technology! But the first and main problem I encountered is APEX-authentication from PL/SQL function. As described in http://www.talkapex.com/2012/08/how-to-create-apex-session-in-plsql.html I successfully create an APEX session from PL/SQL. But then when I'm trying to execute wwv_flow_custom_auth_std.login to login to APEX and make the session_id valid, nothing happened! No records in wwv_flow_data, no changes in wwv_flow_sessions$. Even when I'm passing incorrect user/password pair -- no reaction.

Please, tell me what am I doing wrong. Looking forward for your answers.
