Well, did you check if the SRBroker is down?
Looks like Haley Rules or some sort of Validation Manager has been setup and not all components are running.
Please, can you help.
Which parameter can enable this component?
I`m asking becouse status "Enable" and state is "Running" of the component SRBroker
Can you ask if there is any validation on that object?
There isn't any validations, it is clear installation without any customizations. I can solve part of the problem by copy existing record and create new one but error still is. Just clicking OK and go on.
Are you using LDAP or AD?
I think you need to check the connection and configuration between Siebel and LDAP.
In previos questions I wrote about problems from log:
SBL-NET-01023: Peer disconnected
SBL-SVR-01014: Internal: Could not send the HELLO message: (null)
SBL-UIF-00230: The file 0-30&Siebel Universal Agent.spf could not be found on any specified file system.

Maybe it is the one error?
My guess is that there is a connection, otherwise you wouldn't be able to login at all.
My knowledge of LDAP is limited, so I'm afraid I can't help you any further.
Sometimes it helps to check the whole procedure of activating LDAP in Siebel and keep checking the logs (also on the LDAP server).
If it will be a problem with AD, from where did you start looking for a problem?
