Create the user and give privilege, then
in Administration Tab--> go to manage privileges --> under that for every action there will be access of users, u can denied the user for edit options .

Could u pls elaborate on to which group i should map my user. I tried creating a user as USER1 and then mapping it to BI Authors . Then I logged into thru weblogic ->Mange Privileges and denied access for a particular catalog folder for USER1.
But wen i logged in as user1 I was having access to the catalog folders.

"Access to answer" assign the "BI Author Role"
so you will get access of creating reports bu not for edit

In Manage Privileges ->Access to Answers by default itself it s having BI Author Role .
Now , the user assigned to BI Authors group has both create and edit options now .

Check in the privileges under
Home & Header --> New menu --> access to bi author role or user access granted
Access --> access to dashboard & access to answers --> access to bi author role or user are access granted or not

With your above solution , I have a user who can create and save reports . (I just created a user under BI Authors without changing any privileges.)
The next condition is
I want the user to ONLY see (read,traverse) some specific reports already created and not to edit them . what should I do .
What I tried was ,
I clicked the PERMISSIONS tab of those specific reports and tried giving them READ or READ,TRAVERSE only . But either I am able to completely read,write and traverse or not able to access these reports.
Could u pls suggest further .
Note : The user created is assigned to BI Author Role.

I got the solution !
When I tried giving permissions for each of the reports as OPEN , I am able to edit the report but not save it . SO thats fine ..
