I was trying this today and you came up with this question , I was using xml file and today thought of adding that to server.
I'm sure that there is an elegant way to do this. If you are not getting any response then this is what I did.
Navigate to the _WL_user (Mine is a compact deployment and I've only one server EPMServer0), look for the folder where index.jsp is located.
Place the xml file there and there you go. (I can access it using http://servername:9000/workspace/SmartView_Connections.xml). Keep in mind that it is a tmp directory. (If you run Configure Web Server, then it'll clean this directory)
I was trying the same at my end too , but on standard deployment. I am wondering what they(Oracle smartview user guide) mean by "pathToFile" on Web server, which is required in URL : >http://webServerHost:webServerPort/pathToFile/filename.xml
Should it be a physical path on web server (I don't think so) ?
Why they haven't mentioned path as you have figured out above?
I would have thought it means the web server e.g. ohs, iis or another external web server not putting it in a temp directory of the web application server
For ohs try the epmstatic directory or add a configuration of your own by using an alias in the web server conf file.

When I started this whole process, I tried to find the path for SmartView.exe that the Tools->Install workspace links used. I figured if I could find that path, I could use it for SmartViewProviders.xml. The only issue is that Workspace does a good job of hiding that path. I managed to quickly screeenshot the path as it came up (it took a few tries):
This path corresponds to the directory that John pointed me to, so I copied my SmartViewProviders.xml file into that path, and am able to see it here:
I tested via IE to see if I could see the file (I can), and then via SV (which I can), so this will work!
My deployment is a compact deployment, so everything is on one server, which obivously makes this simpler.

In order for this to work, I had to go at minimum one folder lower than epmstatic.
If I put the file in epmstatic, I could not see the file via IE or SV using the following URL: http://server:port/epmstatic/SmartViewProviders.xml
If I placed the file one level lower in epmstatic/wspace, it worked at this URL: http://server:port/epmstatic/wspace/SmartViewProviders.xml
Not sure if it is a configuration issue on my end, but at least I got it working with all of your help.
