On Oracle Linux virtual machines I installed databases from 9i to 11g. But I'm not sure to understand what's your problem...
This thread is moved from the Oracle Linux forum space,
to the Database Installation forum space.
Your question is related to the installation of the database software.
You have not shown any inquiry specific to the functionality of your OS.
You may truly have an OS issue, but that's not what you have asked, nor what you ultimately are interested in.
The official or main source to obtain Oracle Linux is https://edelivery.oracle.com/linux. You will need to register an account, but the download and use of Oracle Linux is free. Alternatively you can also download the latest releases from https://wikis.oracle.com/display/oraclelinux/Downloading+Oracle+Linux
If you use free Oracle VirtualBox, you can also download preinstalled virtual machines:

Pl google for my blog for detailed steps to -
1. Download and install Virtualbox on Win 7 Home version
2. Create a Linux VM and install Linux 5.7 in it
3. Install 11gR2 in the Linux VM

For your issue You can use OEL linux which is free and can be download from E-delivery site. Its seems you are new on this forum, if you use search mechanisim you can find many related topic in here.
BY the way I suggest to check Kamran Agev blog which he share step by step guide for linux and Db installation with video
In addition to the above, pl also be aware that only 184.108.40.206 and 220.127.116.11 (of the 11gR2 family) are certified on Linux 6.x - Oracle® Database
These versions are only available if your have a paid support contract with Oracle. If you only have access to the public 18.104.22.168 version, then you will have to use Linux 5.x
