JRE 1.7.0.40 message

On the clients running JRE 1.7.0.40, we are getting the message described by note 393931.1 "Running JRE 1.7.0_40 (7u40) or higher using Self-Signed certificates no longer gives the option 'Do not show this again for apps from the publisher and location above'. This message box will therefore appear everytime you login. To prevent this either sign your jars with a trusted certificate authority or utilize the Deployment Rule Set feature that comes in JRE 7u40 and higher."


My questions are:

1.  Look like one option is to follow note 1207184.1.  If we do this, can we just do the steps mentioned in step 2 regarding a 3072 key (sections 2-5 only) or do we need to get a third party cert and follow section 6 as well?

2.  Has anyone created a rule set?  If you did, what steps did you follow, can you give an example, etc.
